OPMAC Corporation
OPMAC Corporation (OPMAC) is a consulting firm established in 1983 for the purpose of contributing to international cooperation by means of filling the advisory and assistance needs in the field of formulation, implementation, monitoring and evaluation, policy recommendations and management and operation of overseas development, investment and loan projects.
Covering a whole project cycle, OPMAC owns extensive business experiences for conducting various surveys and project management works in both Japan and abroad.
In addition, OPMAC has expanded its services into areas such as public private partnership, small medium enterprises development, participative development, poverty reduction, income generation, and environmental and social considerations so as to reflect the recent development assistance trend.
Since its establishment, OPMAC has accumulated a wealth of know-how especially in ODA related projects as a result of engaging in a plenty of projects with reputable clients such as Japan International Cooperation Agency (JICA), Japan Bank for International Cooperation (JBIC), Ministry of Foreign Affairs (MOFA), Ministry of Economy Trade and Industry (METI), relevant public agencies, the governments of developing countries and Multilateral development banks.
As of April 2014, OPMAC has carried out its business over 100 countries, including Asia, Middle East, Africa, Eastern Europe and Latin America.

For over 40 years, OPMAC has been providing consultancy services in the field of international cooperation, based on the philosophy of “Management: The key to development”. We believe that the key to sustainable development and to solving social issues is to work with people in developing countries to consider development issues, emphasizing harmony, integration, diversity and balance, and to create the most appropriate solutions by accurately identifying different needs.
OPMAC supports the improvement of management through the PDCA cycle of development project formulation, implementation, and evaluation in developing countries, and strives to promote development projects and their continuous improvement by providing high quality services grounded in our expertise and experience as consultants.
In addition, based on our belief in “Thinking together, Walking together”, we value communication and building trust with our partners, and our consultants in each field work together as a team to make proposals from a medium to long-term perspective, taking into account the needs of our partners. Development consultants work with people from diverse cultures and backgrounds, across national and ethnic boundaries, and in the process of understanding others and having others understand them, and identify problems and explore the way to solve them. This is a situation that tests the experience, knowledge, insight and interpersonal skills of the consultants, but it is also one of the most rewarding aspects of the work of development consultants.

International cooperation is a long-term effort to solve the various problems in developing countries and to create a better society and economy. On the other hand, the time that development consultants are involved in this long-term effort is only a short period of time. Nevertheless, there are moments when the changes we see in people in developing countries make us feel truly happy to be doing this work.
In one Asian country, I held a workshop for villagers to plan how to improve their livelihoods. The village meetings were only attended by men, but when I encouraged the women to attend, a young mother came with her baby in her arms. When the workshop started, she sat outside the circle of men, looking shy. At the end of the workshop, she stood up in front of everyone to present a plan that the participants had made. “I can do it too”. It was an event that seemed to be the beginning of empowerment for her and the women of the village.
OPMAC has been awarded “Eruboshi” certification, based on the Act on the Promotion of Women’s Active Engagement in Professional Life, a system to certify companies that meet certain standards and have excellent conditions for promoting women, and we are working to support our consultants who work on international cooperation in developing countries without gender discrimination. I myself have worked as a consultant in the field while raising my child, and since that time I have been the first female managing director in OPMAC’s over 40-year history.
Development consultants play a key role as “catalysts” for change in the developing world, turning experience into wisdom, and it is a very rewarding job. Digital transformation is also progressing in developing countries, but we will continue to work on economic and social development in developing countries based on the belief that direct interaction between people is a great force that can transform society.
